Barbara Annette Mills, 81, passed away on June 19, 2026, surrounded by her family, in Williamston, South Carolina, at her Daughters home. Born on July 14, 1944, in Tigerville, South Carolina, she was the daughter of the late Reverend Joseph Quinton Carroll and Mary Holland Carroll.

Barbara graduated from Boiling Springs High School and furthered her education at Spartanburg Tech. Throughout her life, she demonstrated a remarkable determination to achieve her goals and was known for her intelligence and caring nature. A devoted caregiver, Barbara lovingly tended to both her mother and her husband during their times of need.

A woman of deep faith, Barbara was a member of First Baptist Church in Fernandina Beach, Florida. She spent many years living on Amelia Island, Florida, where she built cherished memories with family and friends.

Barbara is survived by her daughters Christine Foster (Steve) of Williamston, SC; Sandi Myers of Wyoming; and Robin Bello of Rock Hill, SC. She leaves behind a legacy through her grandchildren: Faith Knebusch (James) of Honea Path, SC; Mariah Franks (Cory) of Williamston, SC; Kirsten Smith (Josh) of Easley, SC; Ashley and Anna Bello; Jared and Quinton Myers. Her great-grandchildren include SJ Knebusch; Griffin Franks; Brody and Grace Cox. Barbara is also survived by her three sisters: Nancy Bates of Etowah, TN; Judy Tinsley of Spartanburg, SC; and Martha Jones of Anderson, SC.

She was predeceased by her beloved husband Dalton Lockard Mills.

A memorial service to honor Barbara’s life and legacy will be held at Jacksonville National Cemetery on Wednesday, July 8, 2026 beginning at 11:00 AM (Lane #2) where she will be laid to rest with her husband. May her memory bring comfort to all who knew and loved her.
