When we think of a family matriarch, we think of Joyce. She walked the walk, and talked the talk; the mediator between the family zebras and lions ;-) She was the rock for her children and grandchildren who braced their falls, and she will forever be the family matriarch, the light that will forever stay bright in our hearts. I have known the Carters since I was old enough to pay bills for my mom, while she sat in the car. Never did I know that later in life I would become friends with the rest of the family. They are some of the finest people around our town. My heart is saddened at the loss of our friend and heaven’s gain. Our utmost love and condolences go out to Marie, Clayton, Olin,Jr. (Hotshot) and Nancy. Prayers that God will bring you peace and comfort. So sorry we can’t be with all of you during this time. Joyce Carter

Reba Joyce Carter, 88, passed away Friday, April 22, 2022 at UF Health in downtown Jacksonville.

She was one of 13 children born to the late Clayton and Ada Harper Merritt in Berrien County, GA. She was reared in Ocilla, GA where she met and married her husband, Olin Carter. 1n 1954 she and her husband moved to Fernandina Beach.

Over the years she worked alongside her husband in their business, Olin Carter Plumbing and she also retired from the Nassau County School System where she worked in food service. Among all of that she was the absolute best homemaker. Her home was always the place that friends of her children knew they could find a meal, find a friend to talk to or find some advice. Her children recalled over the years that you never knew how many might be at the dinner table. The only requirement was that all who were there had to live by the “rules of the house”. Whatever the children were involved in, Joyce and Olin could be found there. They were especially involved in Fernandina Beach Little League.

Always active in her church, Mrs. Carter was a member of First Baptist Church of Fernandina Beach. She was also a member of the Daughters of the American Revolution.

In addition to her parents, Mrs. Carter was predeceased by her husband, Olin Carter in 1988 and all of her siblings.

She leaves behind her children, Clayton Carter, Marie (Tony) Brown, Hot Shot (Vicki) Carter and Nancy Beasley; her grandchildren, Andy (Alicia), Lindsay (Brandon), Samantha (Michael), Marcus and Tori; her eight great-grandchildren, Harper, Clay, Aubrey, Rhett, Emery, Carter, Ava and Jackson as well as an extended family of several nieces, nephews and cousins.

The family will receive friends Wednesday, April 27, 2022 at Oxley-Heard Funeral Directors from 5:00 until 7:00 PM.

Funeral services will be held Thursday, April 28, 2022 beginning at 11:00 AM at First Baptist Church of Fernandina Beach. She will be laid to rest next to her husband at Bosque Bello Cemetery.
