Stephen Ramsey Chapin Sr., known affectionately as Steve, passed away peacefully on April 11, 2026, at the age of 84, in Fernandina Beach, Florida.
Born on July 15, 1941, in Knoxville, Tennessee, to Vera Ramsey Chapin and Marshall Perciful Chapin, Steve grew up with a love of athletics and an enduring sense of duty to community.
Steve made Westminster, Maryland, his home for more than two decades, where he became a respected civic leader and businessman. He enjoyed a successful career in newspaper sales and printing, culminating in a role as sales manager for Centaur Press (a division of Landmark Community Newspapers of Maryland, publishers of the Carroll County Times). In 1993, retirement allowed him to fully devote himself to public service and real estate co-founding Westminster Real Estate LLC and acquiring Ye Village Green apartments, demonstrating his commitment to providing quality housing in Carroll County.
Steve proudly served two elected terms on the Westminster City Council. He worked tirelessly to improve the lives of Westminster residents while always remaining approachable and kind.
In 2000, Steve and his first wife, Nancy Corliss Chapin, relocated to Fernandina Beach, FL. where after many years of marriage they divorced.. In 2003, Steve married Carol Floyd Chapin and became an active and cherished member of the community until the end of his life.
Steve is survived by his loving wife, Carol Floyd Chapin of Fernandina Beach; his sons, Stephen “Steve” Ramsey Chapin Jr. (Julie), John Andrew Chapin (Gabe) and daughter Wendy Lee Lepkowski (Jim); his former wife, Nancy Corliss Chapin; 5 grandsons; 3 great grandchildren; and a wide circle of friends in both Maryland and Florida who will remember him for his warmth, integrity, and unwavering dedication to those around him.
Steve Chapin served his communities with distinction, while leaving the world better than he found it. He will be deeply missed.
The family thanks the staff of Lakeside at Amelia Island-Assisted Living for their care as well as his caregivers; Michelle Waye and Kim Goodman for their loving kindness, dedication, and care.
A celebration of life will be held at Oxley-Heard Funeral Home at 1305 Atlantic Avenue, Fernandina Beach, Florida 32034, on Saturday, April 18 from 3-4:30 pm
